That flexibility is its greatest strength and its greatest challenge. So what really matters is how the policy itself is designed.
Yes. The cash value in your IUL grows without being taxed, and there are two ways to access it, and the difference matters. A policy loan is not counted as income in the year you take it, as long as the policy stays in force; this is how most people create tax-free cash flow. A straight withdrawal is taxable on anything above the premiums you've paid. Two things to watch: an outstanding policy loan reduces the death benefit, and if the policy lapses or is surrendered, the outstanding loan amount can become taxable income.
